3 RECLAMATION AREAS <br /> The following sections describe the different reclamation areas for the site. <br /> 3.1 Tailings Storage Facilities <br /> The Revenue Tailings Storage Area (TSF) and Atlas TSF will be used concurrently to <br /> allow for safe winter operation. Existing topsoil reserved for reclamation will be stored <br /> in the indicated topsoil storage areas (Map F-IA). Each TSF will be capped with a <br /> minimum of 6 inches of topsoil in designated areas on the surface of the TSF and will be <br /> revegetated as shown on Map F-1. The areas on the TSF that will not receive topsoil will <br /> be capped with crushed San Juan Tuff to blend in with the surrounding talus slopes. <br /> The final slope of the TSFs will be 31-1:IV, where practicable. If needed, the final slope <br /> configuration for the Revenue TSF may be a maximum of 21-1:1V. The stability of <br /> 21-1:1V slopes for the Revenue TSF was demonstrated in a geotechnical analysis by <br /> Lewicki and Associates that was provided in Exhibit T of Amendment 1 to the permit <br /> and resubmitted to DRMS as Attachment 3 of TR15 and again as an Exhibit to <br /> Amendment 02. This analysis included characterization of the planned filtered tailings as <br /> received from the mill, compaction test results and field compaction requirements, cold <br /> weather management plan, and ultimate planned pile configurations. Geotechnical <br /> laboratory testing and additional compaction and direct shear tests were conducted on <br /> filtered tailings, and estimated material properties were used to compute stability of the <br /> tailings stack using the SLIDE program. The results indicate a factor of safety (FOS) of <br /> 2.17 under wet conditions. All cases analyzed have a FOS greater than the minimum 1.3 <br /> criteria. If it is determined a final slope of 21-1:1 V is needed for the Atlas TSF, OSMI will <br /> provide additional analyses to DRMS demonstrating that a 21-1:1V slope meets the <br /> minimum Factors of Safety required by DRMS. <br /> Exhibit E Reclamation Plan E-5 <br /> Amendment 02 <br /> Updated August 2022 <br />
