live vegetation cover on the reclaimed area is not less than 90% of the reference area cover, <br /> with 90% statistical confidence, in accordance with applicable requirements of Rule 4.15, <br /> and as described in Section 2.05.4(2)(e). <br /> The cover success standard for dryland pasture is based on dryland pasture reference area <br /> located west of 2700 Rd and north of Tuttle Draw (see Map 2.05.4(2)(e)-4). Successful <br /> cover establishment will be demonstrated when live vegetation cover on the reclaimed area is <br /> not less than 90% of the reference area cover, with 90% statistical confidence in accordance <br /> with applicable requirements of Rule 4.15, and as described in Section 2.05.4(2)(e). <br /> The cover success standard for cropland is based on the cropland reference area located on <br /> the south side of the Morgan property (see Map 2.05.4(2)(e)-3). Successful cover <br /> establishment will be demonstrated when live vegetation cover on the reclaimed area is not <br /> less than 100% of the reference area cover, with 90% statistical confidence in accordance <br /> with applicable requirements of Rule 4.15, and as described in Section 2.05.4(2)(e). <br /> E. Production— <br /> The irrigated pasture production success criterion is at least 90% of an adjusted reference <br /> area mean production value. The adjustment of the reference area mean is to correct for <br /> differences in productivity associated with pre-mining soil types in the affected area and was <br /> developed in consultation with NRCS (see letter in Attachment 2.05.4(2)(e)-11). The <br /> premining soil type delineations that will be used for reference area production adjustments <br /> are depicted on permit Map 2.05.4(2)(e)-1. <br /> The success standard for dryland pasture areas will be based on comparison to herbaceous <br /> production in the dryland pasture reference area. Success will be demonstrated when <br /> herbaceous production within the bond release parcel is not less than 90% of the dryland <br /> pasture reference area mean, with 90% statistical confidence. <br /> The success standard for cropland areas will be based on comparison to herbaceous <br /> production in the cropland reference area. Success will be demonstrated when herbaceous <br /> production within the bond release parcel is not less than 100% of the dryland pasture <br /> reference area mean, with 90% statistical confidence. <br /> 3. The diversity (forage quality) standard for the irrigated pasture and dryland pasture <br /> reclaimed areas requires that: <br /> At least 75% of the relative production will be comprised of seeded species or species of <br /> comparable quality as livestock forage. State listed noxious weed species and all annual and <br /> biennial plants will not be counted towards the revegetation success standard for irrigated <br /> pasture cover or production in any reclaimed or reference areas. <br /> The cropland area seed mix consists only of alfalfa; therefore, no diversity standard is <br /> proposed. <br /> 17 <br />
