EXHIBIT E RECLAMATION PLAN 1 . General Reclamation Plan The total disturbed area to be reclaimed under this permit is 110 acres out of the 145-acre permit area. The reclamation plans of the Delta Paving Gravel Pit involve converting the site to its ultimate post mining land use as private recreation and wildlife habitat with multiple groundwater lakes surrounded by rangeland and wetlands. Reclamation will occur contemporaneously as portions of the site are mined. Final reclamation will occur after all mining activities have been completed. The pre-mine land use is predominantly irrigated fields with woodlands and wetlands to the north of the site along the Gunnison River. The remaining land use is previously disturbed industrial land used as a processing and operating area by the operator. Pursuant to Rule 6.4.5.2(b), the applicant evaluated the post-mine land use in regard to adopted state and local land use plans for this area and adjacent land uses. The proposed post-mine land use of private recreation and wildlife habitat with groundwater lakes and rangeland is compatible with the general character of the area. The permit and affected area of the site are 145 acres, not all of which will be disturbed and require reclamation. Table E-1 below summarize the final land uses within the affected area upon completion of reclamation. All mining slopes will be backfilled and graded using a grader to a maximum 3H:1V slope. The slopes will be compacted for stabilization and to prevent erosion. The dewatering pump will be removed from the pits as well as any other permanent and portable facilities. All berms will be flattened after all phases of mining are complete. The disturbed area surrounding the lakes and the topsoil zone on the pit slopes be topsoiled and revegetated as the final steps of reclamation. Topsoil will be replaced from the stockpiled material in a single five-inch lift. Revegetation will be completed using a native seed mix recommended by the Natural Resource Conservation Service.
