September 20,2022 C-1981-008/New Horizon Mine LJW <br /> Pond 16 is well vegetated both on the pond floor as well as the banks and appeared stable at the time of the <br /> inspection. Previously the Division had observed irrigation tail water in the pond that was reporting from the <br /> nearby irrigated alfalfa field,however during this inspection no flow or water in the pond was present. Pond 16 <br /> can be seen in Photo Four. <br /> Pond 18 is located near the facilities area and is well vegetated. The pond floor and banks appeared stable during <br /> the inspection and no water was present in the pond. Pond 18 can be seen in Photo Five. <br /> All observed ditches and storm water features were in excellent condition. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The irrigated cropland on the Morgan property was observed and in excellent condition. The field was <br /> actively being irrigated during the inspection. <br /> All other reclaimed areas were noted to be in good condition. No evidence of settling or slumping was observed. <br /> Most fields were actively being irrigated at the time of the inspection. Due to the irrigation water still being <br /> available the repairs on the Guire property have not yet taken place. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> All appropriate signs and markers were noted,including topsoil and mine identification signage. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> The Johnson Property storage area piles,including the recently relocated piles have established vegetative <br /> cover and appeared to be stable. All piles were well marked,and the ring berms around the perimeter of the piles <br /> are in good condition. No evidence of erosion or transport of topsoil was noted. Examples of the piles can be seen <br /> in Photos Six and Seven. <br /> Similarly,the piles at the facilities area are well vegetated marked and appeared to be stable at the time of the <br /> inspection. All erosion control structures appeared to be functioning as designed and no signs of significant <br /> erosion or transport was noted. Located immediately to the south of the facilities area stockpiles is the footprint <br /> where topsoil was stored previously and has since been relocated. The area has achieved vegetative cover that is <br /> dense and diverse, and the area appeared stable at the time of the inspection.
