The inspection was conducted by Clayton Wein of the Division. The operator,Blue Mountain Energy <br /> (BME)was represented by Kurt Blunt during the inspection. The weather was partly cloudy with a temperature of <br /> 68 degrees F. The ground conditions were damp and muddy. Precipitation had occurred in the morning prior to <br /> the inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> There are three ponds located within the main facilities/portals area of the mine site. The DP-1 pond is <br /> located on the southern portion of the lower bench(Photo 1). The pond was impounding water. Discharge from <br /> the primary spillway was observed. The trash rack over the inlet of the spillway was clear of debris. The <br /> embankment of the pond was stable with vegetative cover. There were no indications of erosional features. The <br /> PP-1 pond,Located on the middle bench,was also holding water. There was no discharge from the pond <br /> observed. The pond's embankments were vegetated and stable. No erosional concerns were identified. The PP-2 <br /> pond is located on the upper bench. The pond was holding water;however,no discharge was occurring. The <br /> pond's embankment was stable and vegetated. There were no erosional features identified. Ditches throughout <br /> the main facilities area were functioning as designed to transport runoff to the DP-1 pond. There were no sections <br /> observed with blockages or indications of instability. <br /> One pond and one sump are located on the south side of the Rail Loadout. The RS-1 sump was damp at the time <br /> of the inspection. There was no discharge from the sump. The embankments were observed to be stable and <br /> vegetated. There were no erosional features. The RR-1 pond was also damp. There was no discharge from the <br /> pond observed. The embankments for the pond were stable with vegetative cover. There were no indications of <br /> erosion. There is on ditch on the southern embankment of the rail Loadout. The ditch transports runoff to the RS-1 <br /> sump and the RR-1 pond. The ditch was damp and stable.
