Background <br /> Kiewit's Fountain Colony Pit mine is located in the County of El Paso,approximately two(2)miles southwest of Fountain,Colorado.The <br /> site is situated on the west side of Interstate 25,just south of Charter Oak Ranch Road.Access to the site is gained by heading west on <br /> Charter Oak Ranch Road to a private access road. <br /> The site has been operating under the authority of Construction Material Regular(112)Operation Reclamation Permit and the approved <br /> Reclamation Plan(CO Mine ID#M-1987-171).Extraction and processing of aggregates has been permitted since 1995.The Reclamation <br /> Permit and Plan was amended to provide 1.10 acres for a new access route in 2001.Additionally,the Reclamation Plan and Permit has <br /> been subject to three technical revisions.This updated Reclamation Cost Estimate(RCE)is being prepared to incorporate the changes <br /> proposed in the 2022 Technical Revision#4 to the Reclamation Plan and Permit. <br /> III. Description of Current and Anticipated Site Conditions <br /> The site is used for surface mining of sand and gravel and consists of approximately 313.9 acres as amended.Of this area, <br /> approximately 141 acres have been disturbed by historic mining activity.Of the acres disturbed,137 acres have been <br /> reclaimed (as reported by Kiewit). Presently,as recorded in the Notice of Temporary Cessation (2019),mining activity is <br /> currently inactive,while reclamation activities have been ongoing and nearly complete at all five mine phases. <br /> Phase III and Phase IV have been fully reclaimed,along with portions of Phase I,Phase II,and Phase V.Currently,will some <br /> areas in these phases require spot seeding and erosion control.Remaining areas of Phase I and Phase II remain <br /> undisturbed by mining. <br /> There are approximately 8 acres within Phase IV currently utilized as storage for construction equipment owned by the <br /> operator/permittee.Costs to remove the equipment are not included in this estimate because this phase is proposed to <br /> be removed from the Reclamation Plan and Permit as part of this Technical Revision. <br /> Erosion control measures currently on site include detention basins constructed using riprap.This RCE does not include <br /> the cost to remove the riprap,as this material will remain at the Site post-reclamation.As stated in the original <br /> Reclamation Permit and Plan,these control measures will help prevent erosion in order to benefit future development. <br /> Reclamation of the site will include revegetating the remainder of the disturbed areas of the Site,and slope stabilization. <br /> The cost estimate provides an update on the scope of the remaining reclamation work in conformance with a final site <br /> configuration of commercial/industrial development,as originally proposed in the Reclamation Permit and Plan. <br /> The operator does not have plans to disturb additional acreage over the next twelve months.Therefore,this RCE accounts <br /> for the reclamation of a total of 4.4 acres,considering the removal of Phase III and Phase IV,and portions of Phase I and <br /> Phase II,from the Reclamation Permit and Plan,as well as the current status of revegetation efforts. <br /> IV. Description/Justification of Cost Increase/Decrease <br /> The current reclamation cost estimate for the site is: $ 19,761 <br /> The previous site reclamation cost estimate was: $ 200,000 <br /> The cost decrease is a result of Phase III and Phase IV,and portions of Phase I and Phase II,being excluded from the <br /> Reclamation Permit and Plan,as well as the reclamation work that has transpired since the date of the most recent <br /> approved Reclamation Cost Estimate(2013).The majority of the Site has been successfully revegetated,aside from a <br /> number of small areas where revegetating was unsuccessful or mining disturbance never occurred. <br /> Exhibit L-Reclamation Cost Estimate www.sespeconsulting.com <br />
