be installed segment by segment, as the waste dump is created step by step. Sediment from the waste
rock will be controlled by temporary sediment fences at the toe of each active step, and by a permanent
sediment control pond at the western, lower end of the gulch. This pond will be about 50x50 ft with
sufficient freeboard to detain runoff from large storm events. All sediment and runoff control structures
will be monitored throughout the life on the permit.
A haul road for the waste rock will exist throughout the length of the amended area, during the active
phase of mining,to allow access for the haul trucks. It will be reclaimed during the reclamation phase.
The operator plans to place waste rock in the amended area beginning at the eastern end,the most
proximal to the existing permit area. This uppermost, eastern step actually will extend into the existing
permit. Placement will proceed in this segment of the amended area until a level step of waste rock is
built, having about 20 feet of height at its downstream end. At this point building another step will be
initiated. When placing waste rock in a step is completed, the concurrent reclamation may begin as the
building of the next lower step begins. As each level step in the waste dump is developed, it will include
a sediment control fence at its downstream end.
Please see the maps in Exhibit E showing the roads, waste rock steps, underdrain, and stormwater
control features.
