August 23, 2022 C-1981-012/New Elk Mine JLE <br /> stable and vegetated. <br /> Ditch D32, D15 to Culvert C74 was observed. These ditches were in good repair. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> NECC has submitted MR131 which updates and clarifies the mine timing and sequencing for operations in the <br /> Blue Seam. Differences in timing and sequencing were noted during the previous DRMS inspection (see the July <br /> 2022 inspection report for details),MR131 should address the differences observed. DRMS is waiting on a <br /> certified copy of Map 3 in order to approve MR131. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The Refuse Disposal Area(RDA)was observed during the inspection. On the southwest end of the active portion <br /> of the RDA, Culvert C81 was found to be nearly full of sediment and the inlet and outlet sumps of the <br /> culvert have significant sediment build up. NECC will need to clean out the culvert and associated sumps. <br /> y. <br /> Figure 5. C81 culvert and sump downstream of the culvert. <br /> NECC was actively placing coal processing waste on the RDA during the inspection. The conveyer from the wash <br /> plant was active. Two trucks were operating on the top bench of the pile catching the waste from the conveyor <br /> and then transporting the waste to dump in areas on the top bench. A track dozer was actively spreading the waste <br /> dumped by the truck crew. The latest compaction test results on file at the mine office indicated NECC was <br /> meeting the compaction requirements. <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 6 of 11 <br />
