August 23, 2022 C-1981-012/New Elk Mine JLE
stable and vegetated.
Ditch D32, D15 to Culvert C74 was observed. These ditches were in good repair.
GENERAL MINE PLAN COMPLIANCE:
NECC has submitted MR131 which updates and clarifies the mine timing and sequencing for operations in the
Blue Seam. Differences in timing and sequencing were noted during the previous DRMS inspection (see the July
2022 inspection report for details),MR131 should address the differences observed. DRMS is waiting on a
certified copy of Map 3 in order to approve MR131.
PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
The Refuse Disposal Area(RDA)was observed during the inspection. On the southwest end of the active portion
of the RDA, Culvert C81 was found to be nearly full of sediment and the inlet and outlet sumps of the
culvert have significant sediment build up. NECC will need to clean out the culvert and associated sumps.
y.
Figure 5. C81 culvert and sump downstream of the culvert.
NECC was actively placing coal processing waste on the RDA during the inspection. The conveyer from the wash
plant was active. Two trucks were operating on the top bench of the pile catching the waste from the conveyor
and then transporting the waste to dump in areas on the top bench. A track dozer was actively spreading the waste
dumped by the truck crew. The latest compaction test results on file at the mine office indicated NECC was
meeting the compaction requirements.
Number of Partial Inspection this Fiscal Year: 1
Number of Complete Inspections this Fiscal Year: 1
Page 6 of 11
