Without drought and irrigation, the grass cover should be close to baseline <br />coverage in 5 years. <br />Weed control: The berm shall be maintained in compliance with the Chaffee County <br />Noxious Weed Management Plan and Colorado Noxious Weed Act. Annual weeds, Kochia (Bassia <br />scoparia), Russian Thistle (Salsola spp) Tumblemustard (Sisymbrium altissimum) and Cheatgrass <br />(Bromus tectorum) should be mowed right before seed set to reduce spread or controlled with herbicides <br />early in the growing season. Kochia and cheatgrass should be controlled to prevent takeover of the site. <br />Weed growth is to be expected during the first year and should be monitored. There will be native weeds <br />that do not present long term problems and should be allowed to grow and replenish their seed banks. All <br />noxious weeds as well as the above annual weeds should be controlled through mowing and/or herbicides <br />and affected areas replanted afterwards. Weeds will always exist on site since wind deposited seed <br />cannot be prevented, however, weed cover should not exceed 15% of total plant cover after the <br />establishment period. <br />Milestones: A baseline vegetative cover assessment should be done before topsoil removal to <br />determine the naturally occurring cover. Vegetative cover should be within 5-10% of the baseline cover <br />by year 5. Vegetative cover in years 1-4 will depend on precipitation. Monitoring the vegetation should <br />occur at least twice a growing season so that problems can be addressed in a timely manner. <br />Permanent Revegetation: <br />Native topsoil from the berms will be applied over all disturbed areas at a depth of 6-12". All <br />slopes will be established with a maximum steepness of 31-1:1 V final grade. Once finish grade has been <br />established, tilling of chiseling will occur to loosen the soil surface. Drill seeding will be used to apply <br />the seed. After seeding, soil conditioning may be used, such as straw mulch. <br />The current use of the property is agricultural grazing land. To return the area to previous <br />conditions, all disturbed areas should be reseeded with a permanent seed mix.
