The inspection was conducted by Clayton Wein of the Division. Kurt Blunt <br /> of Blue Mountain Energy (BME)was present for the inspection. The weather was mostly clear <br /> with a temperature of 82 degrees F. The ground conditions were dry. Please see the <br /> Photographs section of this report for a visual of the conditions of the mine site during the <br /> inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> At the time of the inspection,all cells in the B Seam Dewatering System No. 1 were full of water. <br /> Discharge through the primary spillway at the Last Chance Pond was observed. The outlet was clear of debris and <br /> flowing as designed. The embankments for the cells were stable with vegetative cover. There were no erosional <br /> features identified. <br /> The B Seam Dewatering System No. 2 was inactive during the inspection. The upper cell was dry. The Middle <br /> cell was holding a small amount of water in it. There was no discharge from the Middle cell. The Lower cell of <br /> the dewatering system is not used. The embankments of the cells were vegetated and stable. There were no <br /> indications of erosion. <br /> The RP-1 Pond is located at the northern base of the reclaimed RP-1 Refuse Pile. The pond was dry. The trash <br /> rack covering the primary spillway was observed to be clear. The embankment for the pond was stable with <br /> vegetative cover. There were no erosional concerns identified. <br /> The RP/2/3 Pond was holding water in its southern cell. The west and middle cells were observed to be dry. The <br /> trash rack on the primary spillway was clear of debris.
