PERMIT#:M-1998-024 <br /> INSPECTOR'S INITIALS: LDS <br /> INSPECTION DATE: June 13,2022 <br /> OBSERVATIONS <br /> This inspection was conducted as part of the normal monitoring program established by the Colorado Division <br /> of Reclamation, Mining and Safety (Division). The inspection was conducted by Leigh Simmons of the Division, <br /> and accompanied by Jason Burkey of Oldcastle Materials (permitee and operator). <br /> The Hidden Valley Pit is a 112c operation with a total permit area of 183.6 acres, located 4 miles north of <br /> Dotsero, Colorado, with access off Coffee Pot Road. There was no activity at the site at the time of the <br /> inspection. <br /> The pre-mining land use of the site was "pastureland", which is what the site will ultimately be reclaimed to. <br /> During operations large boulders are crushed, screened and washed on site to 7 grades. The product is used <br /> for road base, concrete and asphalt. Fines are used to backfill slopes. Boulders are also sold, including to <br /> individual contractors and homeowners. <br /> The locations of photos taken during the inspection are shown on the screenshot of the field map. <br /> Financial Warranty: <br /> The Division currently holds a financial warranty of$99,000 for the reclamation of the site. The Reclamation <br /> Cost Estimate (RCE) was last updated with the April 2017 inspection, however the additional Financial <br /> Warranty was never posted. The RCE has been updated again with this inspection, using the same tasks but <br /> current unit costs, and is attached to this inspection report for your review and comment. Please provide any <br /> comments by 9/9/2022, after which the Division will initiate a Surety Increase permitting action. <br /> Hydrologic Balance: <br /> During operations, small ponds on the site are used for washing material with a mobile wash plant, permitted <br /> with the Air Pollution Control Division and the Water Quality Control Division. Water drains into the first pond, <br /> then the second, then the third, and it's then re-used. Water infiltrates the surface and the site does not <br /> normally discharge. <br /> Gen. Compliance with Mine Plan: <br /> Mr Burkey estimated that the site was approximately 1/4 of the way through the mining plan, and that it had <br /> another 20 years of operation ahead of it. Per the annual report, 31.3 acres had been disturbed to date, with <br /> no reclamation so far. <br /> Revegetation: <br /> The topsoil stockpile was lightly vegetated. Weed spraying at the site is contracted to Paul Shriner, who <br /> apparently sprays a couple of times a year. <br /> Signs and Markers: <br /> The Mine ID sign was posted at the entrance to the site. <br /> Topsoil: <br /> Topsoil was stockpiled and next to the scale. <br /> Page 2 of 9 <br />
