4. Post -Reclamation Site Drainage
Map F shows arrows indicating the approximate direction of drainage throughout the pit. In the
disturbed area, all drainage will lead to the lake. In the remainder of the permit area, drainage will
occur in the same direction as pre -mining.
5. Weed Control
The Operator is committed to weed control at the White River City Pit. Therefore, a weed control plan
has been prepared and will be implemented during operation of the pit.
Because the site is currently free of noxious weeds, the current weed control plan is focused on the
prevention of weed infestation. The primary weed management actions will therefore consist of
monitoring for the presence of noxious weeds and chemical treatment of any noxious weed
discovered on the site.
Each mid -April, a noxious weed survey will be made of the permit area. If any noxious weed patches
or plants have been identified, they will be sprayed by backpack sprayer or ATV using chemicals
approved by the Rio Blanco County Weed Department. This will be done within two weeks after the
inspection when the weeds are most vulnerable. Care will be taken to spot spray where possible to
avoid killing desirable broad leaf plants.
The plan does not contemplate total weed removal on the property. Past experience shows that some
initial weed cover in the first year following re-topsoiling is beneficial to the reclamation effort. Weeds
tend to provide shade for new grasses, are a means of holding snow on the seedbed longer and
protect it from wind and water erosion until the planted species have taken hold.
6. Revegetation Success Criteria
6.1. Dry Rangeland Areas
These areas will be deemed adequate when the dryland vegetation has been established in order to
control erosion and noxious weeds are not present in any significant amounts and all of the conditions
of Rule 3.1.10 of the Division Construction Materials Rules have been met as determined by the
Division.
6.2. Wetland Areas
The wetland fringe and wetland shelf areas will be deemed adequate when a diverse community of
wetlands is established on the fringe areas of the lake and all of the conditions of Rule 3.1.10 of the
Division Construction Materials Rules have been met as determined by the Division.
White River City E_5 0 Lewicki & Associates
July 22
