"A reportable spill is a spill of any toxic or hazardous substance (including spills of petroleum <br />products) within the permit area reportable to any Division of the Colorado Department of Public <br />Health and the Environment, the national Response Center, the Colorado Emergency Planning <br />Committee, or the State Oil Inspector. The operator shall notify the Office of a reportable spill within <br />the permit area using the same timeframe required by the permit, license, notice, Act, Rule, or <br />Regulation governing the reporting of the spill to the appropriate agency. Notice of a reportable spill <br />shall be faxed to: Minerals Program Supervisor, Division of Reclamation, Mining and Safety, FAX <br />(303) 832-8106. The FAX shall include a call-back number of a responsible company official for the <br />DRMS staff to use as a contact." <br />5. Water Information, Rights and Augmentation <br />All water rights issues such as availability of water for this operation, consumption rates, dust control, <br />etc. is presented in Exhibit G - Water Information. <br />6. Schedule of Operations <br />Mining operations will occur as dictated by demand. Mining and screening/washing activities will take <br />place year-round and product will be sold from this site throughout the year, although little is expected <br />to be sold in winter months. The operator does not expect to have any night gravel mining operations. <br />7. Rio Blanco County Impacts and Environmental Impacts <br />The impacts to Rio Blanco County will be limited. Minimal dust is expected from the operation due to <br />the wet nature of the pit and roads being watered as needed. Traffic will enter County Road 5 then <br />access Highway 64 and will travel primarily south on County Road 5 but could go in either direction <br />depending on sales. No new impacts to county services will occur. The long-term effect of the <br />operation will be beneficial to the environment by providing an aesthetically pleasing lake with a <br />wetland fringe and very large wetland shelf that can be used by wildlife. Impacts to Rio Blanco County <br />and the surrounding landowners are discussed in detail in the Special Use Application. To our <br />knowledge no gravel pit in the State of Colorado has designated such a large acreage for wetland <br />creation. <br />White River City <br />July 2022 D-$ Lewicki 81 Associates <br />
