27 July 2022 <br /> C-1981-044/Williams Fork Mines RAR <br /> o Topsoil piles were marked with a T post. <br /> o Permit boundary markers were visible, adequately spaced and intact. <br /> ROADS Rule 4.03 <br /> Construction 4.03.1(3)14.03.2(3);Drainage 4.03.1(4)14.03.2(4);Surfacing and Maintenance <br /> 4.03.1(5) and(6)14.03.2(5) and(6);Reclamation 4.03.1(7) 14.03.2(7) <br /> o The Haul Road at the entrance off State Highway 13 was dry and in good repair at the <br /> time of inspection. <br /> o The entire site was accessible. <br /> o Access roads around the site appeared in good repair with no ruts or standing water. <br /> o Ditches appeared to be functioning adequately. <br /> HYDROLOGIC BALANCE Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge <br /> Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Drainage-Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream <br /> Buffer Zones 4.05.18 <br /> o Pond banks and dam at the pond located at the portal area appeared stable at the time of <br /> inspection. Backfilling and grading activities at the portal were not impacting the pond. <br /> o None of the ponds held water at the time of inspection. <br /> TOPSOIL RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br /> 4.06.4 <br /> o A series of small topsoil piles are scattered throughout the site. <br /> o Piles appeared to be marked appropriately with T posts. <br /> o All topsoil piles are vegetated. <br /> BACKFILL and GRADING R ULE 4.14 <br /> o Backfilling and grading at the portal has recommenced, although no activity was <br /> occurring at the time of inspection. <br /> o Machinery was staged at the portal area at the time of inspection. The area in front of the <br /> service building had been graded. <br /> RE VEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br /> o Reclamation and revegetation are progressing as permitted. <br /> o Seeding that occurred in fall of 2019 and 2020 along the southern bottomlands of the <br /> Williams Fork River exhibited robust growth. Grasses were 2.5 feet tall with seedheads. <br /> Grasses where beginning to dry. Grasses will be mowed later in the fall and left to <br /> deposit seeds and act as a winter mulch. <br /> o Portions of the bottom land had been cut for hay and enough hay to fill a semi truck had <br /> recently been harvested. <br /> o Vegetation on the refuse pile (reclaimed in 2020), indicated that weeds had been sprayed. <br /> Some grasses were observed.
