ISSUES <br /> The Council on Environmental Quality (CEQ)regulations state that NEPA documents "must <br /> concentrate on the issues that are truly significant to the action in question, rather than amassing <br /> needless detail" (40 CFR 1500.1(b)). Although many issues may arise during scoping,not all of <br /> them warrant analysis in an environmental assessment. An issue is analyzed if 1)an analysis is <br /> necessary to make a reasoned choice between alternatives,or 2)the issue is associated with <br /> significant direct, indirect,or cumulative impacts, or analysis is necessary to determine the <br /> significance of the impacts. Minor issues not requiring detailed analysis are those where the <br /> impacts are negligible or are mitigated through the design features of the alternatives.
