Bureau of Land Management Environmental Assessment
Royal Gorge Field Office DOI-BLM-CO-F020-2020-0036 EA
3.3. ISSUES
The Council on Environmental Quality (CEQ)regulations state that NEPA documents "must
concentrate on the issues that are truly significant to the action in question, rather than amassing
needless detail" (40 CFR 1500.1(b)). Although many issues may arise during scoping, not all of
them warrant analysis in an environmental assessment. An issue is analyzed if 1)an analysis is
necessary to make a reasoned choice between alternatives,or 2)the issue is associated with
significant direct, indirect,or cumulative impacts, or analysis is necessary to determine the
significance of the impacts. Minor issues not requiring detailed analysis are those where the
impacts are negligible or are mitigated through the design features of the alternatives. See Table
3.1 for a summary of issues and why they were or were not analyzed in detail.
27
