14 July 2022 C-1981-010/Trapper Mine RAR <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 3 of 9 <br />o Pond identification signs were prominently displayed in the vicinity of the ponds visited and were <br />in adequate repair at the time of inspection. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br />and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7) <br />o Main haul roads throughout the site were in good repair and well maintained at the time of <br />inspection. <br />o Access roads to ponds and D Pit were in good repair and accessible throughout the site. <br />o Ditches appeared to be functioning adequately. <br /> <br />HYDROLOGIC BALANCE – Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage- Acid <br />and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br /> <br />Unless otherwise noted, pond banks and dams appeared stable at the time of inspection. Spillways and <br />flumes were accessible at the time of inspection. The following pond systems were observed: <br />a) Coyote Dam appeared dry at time of inspection. <br />b) East Middle Flume #1 held water and was not discharging at the time of inspection. <br />c) East Flume dry July <br />d) East Pyeatt Ponds #1 and # 2 held water and were not discharging at the time of <br />inspection. <br />e) East Pyeatt #3 holding water, and was not discharging at the time of inspection. <br />f) Middle Pyeatt#3 was dry. <br />g) Middle Pyeatt #2 was dry and Middle Pyeat#1 held a small amount of water. <br />h) Middle Flume#3 and Middle Flume #1 ponds were holding clear water and not <br />discharging at the time of inspection. <br />i) Stream channel through parcel ZA 17 (year two reclamation), is approximately 3 feet <br />deep and has some raw side edges. The stream channel requires maintenance and the <br />operator has agreed to do the work required. <br />j) Check dams in year two reclamation and sumps appeared to be functioning as designed. <br /> <br />TOPSOIL – RULE 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4 <br />o No instability or rilling were noted on the observed topsoil piles. Piles appeared to be marked <br />appropriately and well vegetated. <br /> <br />USE of EXPLOSIVES – Rule 4.08 <br />General Requirements 4.08.1; Pre blasting survey 4.08.2; Public Notice of Blasting Schedule 4.08.3; <br />Surface Blasting Requirements 4.08.4; Records of Blasting for Surface Coal Mining 4.08.5; <br />Seismographic Measurements 4.08.6d stripping <br />o No blast was observed to be set up at the time of inspection. <br />o Blasting had recently occurred as evidenced by the blast areas were the lift and settling of the <br />overburden was observed. The material was waiting to be removed. <br /> <br />BACKFILL and GRADING – RULE 4.14 <br />o Reclamation consists of benched overburden hauls awaiting grading. <br />o Backfilling and grading of benched material is an ongoing activity at Trapper Mine.
