South Hinsdale Response to Objections <br /> 12 July 2022 <br /> such as flooding and washouts, as well as dealing with petroleum-contaminated soil after <br /> accidents. <br /> As with RVs and camper trailers on our roads, sometimes trucks will slow down. And all <br /> types of vehicles can have mechanical breakdowns and cause roads to be temporarily <br /> blocked. In mountainous terrain, this is all too frequent and frustrates all drivers, especially <br /> on two-lane roads like SH-160 west of Pagosa Springs, SH-151 to Arboles and Ignacio, <br /> and SH 172 to name a few. Commercial drivers and companies generally have contact <br /> and towing assistance able to respond more quickly than AAA. Having a good close <br /> source of gravel will actually reduce such problems on SH-160 by requiring fewer hauls <br /> from Arboles or Durango. It may also reduce such problems on Piedra Road since little or <br /> no material will be hauled into the South End. See Section 5.3 <br /> Fire prevention and firefighting is part of MSHA training, both for fuel and equipment fires, <br /> and for wildfire and plans are required for mine operators. Since the affected area is in <br /> grassland and adjacent to irrigated pasture, there is less chance of wildfire. Since <br /> equipment is operated in areas which have had grass and soil removed, there is even less <br /> possibility of fire spreading. <br /> Objections: <br /> (1) Objection: road condition — not safe for large trucks See Section 5.3 <br /> (2) Objection: road safety— used for ATVs and high volume of travel — heavy commercial <br /> and wide truck use, risk of accidents, questionable winter access, increased traffic <br /> enforcement and emergency response required by county and State See Section 5.3 and <br /> item above. The Colorado State Patrol states that off-highway vehicles, including ATVs <br /> are NOT allowed on streets and highways in the State. As discussed above, winter <br /> operations will be limited. <br /> (3) Objection: air quality— cost of dust control and maintaining dust control on roads See <br /> Sections 5.3.5 and 5.8. Both counties (and USFS) already have programs for dust control <br /> on Piedra Road; this pit will free up funds for buying and hauling aggregate which may be <br /> able to be used for more dust control <br /> (4) Objection: traffic— specifically on SH-160 east and west See Section 5.3 <br /> (5) Objection: noise—traffic on SH-160 See Section 5.7 <br /> (6) Objection: water consumption —drought See Section 5.1 <br /> (7) Objection: location — access through public land "such an industrial project' See <br /> Section 5.1. USFS requires permits (with fees and restrictions) for use of FS Roads <br /> through public lands. The site is located directly off FSR-631 and does not otherwise cross <br /> public land.
