South Hinsdale Response to Objections <br /> 12 July 2022 <br /> 1.13 Outfalls <br /> a. The point of surface discharge for return flows and channels with potential to carry <br /> discharges from detention basins and affected areas (outfalls) will continue, as much <br /> as possible, to be the same location as existing before mining. <br /> b. The surface runoff from affected areas is expected to be significantly lower in both <br /> contaminants (primarily sediments) and flow rate than pre-mining runoff, due to <br /> infiltration and evaporation and other storm water BMP. The quantity is also expected <br /> to be a very small percentage of the runoff due to irrigation and precipitation from the <br /> remaining 35+ acres upslope, in areas NOT affected by mining. <br /> c. Outfalls from the sediment/infiltration/evaporation basins at the lowest level of mining <br /> operations are a matter of good engineering practice both to protect against <br /> exceptional large precipitation events and runoff, and to provide for better protection <br /> against discharge of contaminated water in case of such events. <br /> 1.14 DRMS Jurisdiction Issues <br /> a. The following items in public comments both to DRMS and to Hinsdale County are, in <br /> our understanding, NOT within the jurisdiction of the Colorado Division of Reclamation <br /> Mining and Safety. Most which are not are under County jurisdiction or federal <br /> agencies (USFS). <br /> b. They are included in this document to facilitate review by all concerned persons and <br /> agencies, demonstrate that we understand and respond as completely as possible to <br /> objections and concerns, and to reduce errors in the responses. <br /> c. Traffic on State, County, and USFS roads and highways: road conditions and traffic <br /> (section 5.3) <br /> d. Noise (Section 5.7) <br /> e. Environmental Justice (Sections 5.4.4 and 5.5.4) <br /> f. Fire protection and prevention (Sections 5.4.6 and 5.5.6) <br /> g.
