B. The various timed phases presented in the Cooley Plan are eliminated, <br /> i.e. the operation is continuous and disturbs fresh land as needed <br /> depending upon the market demand. <br /> INFLUENCE OF AMENDMENT 3 ON THIS PLAN: <br /> 1. The Amendment 3 mining plan for a small parcel on the west side of Charter Oak <br /> Ranch Road has, as stated in that amendment,no influence upon this operation on the <br /> east side of the road.Nor does this plan influence that plan,with one exception. The <br /> new seed mixture proposed in the Reclamation Plan of this technical revision is <br /> intended to also replace the seed mixture in Amendment 3. <br /> REVERSAL OF MINING DIRECTION: <br /> 1. The Cooley Plan called for mining from south to north. This plan changes that so the <br /> operation of the undisturbed land to the south occurs from the north to the south. <br /> CONSIDERATION OF PERCHED AQUIFERS: <br /> 1. Contrary to the Cooley Plan which was based on an erroneous finding of a lack of <br /> groundwater under the gravel, this plan takes into account the patchy occurrence of <br /> small perched aquifers in the gravel deposit. This is accomplished by limiting the depth <br /> of mining so that mining stops well before exposing any ground water. This is done by <br /> reducing the general depth of mining and being aware that moist gravel likely indicates <br /> a perched aquifer nearby-so STOP. <br /> 2. EXCEPTION: The Substitute Water Supply Plan includes the right to expose a certain <br /> amount of the groundwater for use in the operation. At present, 0.2 acres of <br /> groundwater is allowed to be exposed in a single sump pit which is officially <br /> considered a water well. Thus the amount of water exposed to evaporative losses and <br /> that can be used in the operation is regulated by these plans. The best description of <br /> this process seems to be in the January 4, 2019 letter from the Division of Water <br /> Resources to Jared Dains of the Applegate Group. This document is in the permit files. <br /> (A new document, in addition to those the Division already has, is provided as a part of <br /> this Technical Revision.) <br /> Consideration of Variations in Mineral Textures: <br /> 1. Unknown to Cooley,the northern half of the land added by the 1986 amendment <br /> contains one large and one smaller pocket of"dirtier"gravel than is normal for this <br /> deposit. These pockets are shown on the new Mining Plan Map submitted with this <br /> revision. <br /> A. Instead of stripping the entire area only to find that the gravel is barely worth <br /> mining or, even worse, actually is not worth mining, stripping overburden will <br /> be done bit by pit with north-south oriented strips once such material is <br /> encountered. <br /> Fountain Pit Technical Revision#3 - June 2022 M-1982-155 Mining Plan Page 2 of 22 <br />
