COLORADO SPRINGS UTILITIES <br /> Electric Substation & Transmission Engineering <br /> Use of Electric Line Right Of Way and Easements by Other Parties <br /> The Electric Transmission Section of Colorado Springs Utilities,as a matter of general policy, <br /> will not normally permit use of its line right of way by other parties. Exceptions to this policy, <br /> when permitted would be subject to the following criteria. These criteria are general guidelines <br /> only and should not be construed as the complete and only conditions for such exceptions. Each <br /> case will be evaluated on an individual basis.All plans for use of an electric right of way by other <br /> parties must be approved by the Colorado Springs Utilities Electric Transmission Section. <br /> 1. Permanent buildings, structures and/or building overhangs,balconies,etc.,will not be <br /> allowed on easements. <br /> 2. Permanent structures such as water quality,water detention, swales or drop structures,and <br /> retaining walls will not be allowed in easements. <br /> 3. All improvements must meet all applicable requirements of the National Electric Code and <br /> the National Electrical Safety Code, specifically,but not limited to: <br /> a. Changes in grades and elevations along the rights of way shall not reduce safe ground <br /> clearances of overhead wires as established by the Codes and/or the Electric <br /> Department. <br /> b. Safety clearance distances between overhead and underground wires and any <br /> improvements/structures shall be maintained as applicable. <br /> c. Working space clearances as applicable shall be maintained around line structures. A 50- <br /> 75 foot radius circle shall be provided with a 2%maximum slope and a 15 foot wide <br /> access road with a 5%maximum slope. No cuts or fills will be allowed inside of the 50- <br /> 75' radius except to meet the 2% slope. <br /> d. Excavation shall not reduce support strength of overhead line structures. <br /> e. Excavations shall not reduce depth of burial of underground cables. No grading shall be <br /> allowed within 15' of the centerline of an underground line. <br /> f. Low level landscaping, such as rock gardens, shrubs,i.e. Junipers,Scrub Oak,etc. and <br /> other vegetation with a maximum height of 15 feet or less, i.e. Pinon Pine, cedar,etc.will <br /> be allowed within the right of way provided all other applicable requirements of this <br /> documents are met. <br /> Trees or other vegetation that would normally grow to heights exceeding 15 feet will not <br /> be allowed. Such vegetation includes,but is not limited to,Ponderosa Pine,Maple, Oak, <br /> Elm, Spruce,Fir,Ash,Cottonwood,Aspen,etc. <br />
