PERMIT#: M 978078 <br /> INSPECTOR'S INITIALS: RAR <br /> INSPECTION DATE: 24 June 2022 <br /> OBSERVATIONS <br /> This was an inspection of the Pickenpaugh Pit, Division of Reclamation, Mining and Safety (DRMS or Division) <br /> permit number M1978078, operated by Lincoln County. I, Robin Reilley with DRMS conducted the inspection. <br /> Ty Stogsdill and Judd Karvig with Lincoln County accompanied me throughout the inspection. The site was <br /> not active during the time of inspection. There was equipment left on site. There were several stockpiles on <br /> site. The site is located approximately 13 miles east of Rush and accessed via a gated entrance off of Co Rd 94 <br /> approximately 0.65 miles on Co.Rd 11.6. The land is owned by Charles Brewer and is mined under a lease <br /> agreement that expires in 2022. The weather was mostly sunny, windy and hot. <br /> Availability Of Records: <br /> The Pickenpaugh Pit is a 112c operation, permitted for 15 acres, with an approved post-mining land use of <br /> rangeland. The pit was converted from a 110 to a 112 (CN1), operation in 2014. Through Technical Revision <br /> (TR04) the pit was approved for intermittent use in 2013. Annual fees were received in May 2022. <br /> General Compliance with Mine Plan: <br /> Mining is being conducted within the permit boundary. Permit boundary markers, green T-posts, are clearly <br /> visible along perimeter of the site. The mine permit sign was missing at the entrance off of the County Road <br /> and should be replaced. The site had been activity in January of 2022, hauling gravel. Asphalt chippings are <br /> blended with the material mined. <br /> Backfilling and Grading: <br /> Sufficient backfill material appeared to be available. Mining is moving to the north at depths approaching 20 <br /> feet. The highwalls are terraced and sloped near 3H:1V. <br /> Topsoil: <br /> Topsoil has been placed along the haul road, and near the bottom of pit in an area that was mined in the past. <br /> Topsoil has in the past been salvaged to a depth of 12-inches to insure sufficient growth medium for <br /> reclamation. <br /> Stormwater Management Plan: <br /> The operator maintains a current Stormwater Discharge Permit for the site. The Water Management Plan for <br /> the site was modified in TR-01 in 2010. A berm is maintained across the primary drainage, flowing northeast, <br /> to prevent stormwater runoff from leaving the site. <br /> Hydrologic Balance: <br /> No standing water was observed at the site. <br /> Revegetation: <br /> There were no noxious weeds observed during this inspection. The surrounding area is open to cattle grazing <br /> and signs of grazing impacts were evident. <br /> Financial Warranty: <br /> As this site is permitted by Lincoln County, there is no bond required. <br /> Roads: <br /> 2 <br />
