Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste R -Topsoil <br /> CONVOENTS <br /> This report documents the observations made at the Deserado Mine during a partial inspection on <br /> June 23, 2022. The inspection was conducted by Clayton Wein of the Division. Kurt Blunt <br /> represented Blue Mountain Energy (BME) during the inspection. The weather was partly cloudy <br /> with a temperature of 75 degrees F. The ground conditions were dry. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement;Drainage Control; Surface Stabilization: <br /> The Halandras Landfill is located in the north-central portion of the permit area. The site is used to <br /> dispose of all non-toxic or acid forming materials from the mining operation. The site contains two open pits for <br /> waste disposal. Waste was observed to be placed in the pits and no waste materials were located outside the pits. <br /> The topsoil is stockpiled next to the open pits. The topsoil material was stable with vegetative cover. There were <br /> no indications of erosional features or loss of topsoil resources. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> There are three active coal refuse piles at the mine site. The RP-2/3/4,RP-5a and RP-A refuse piles are <br /> located within the eastern portion of the surface facilities. The RP-2/3/4 refuse pile had refuse material stockpiled <br /> in windrows on top. The material is placed in windrows to allow for material to dry before it is spread and <br /> compacted. The slopes of the pile were stable with minor erosional features. There were rills on all slopes of the <br /> pile. These rills have been documented in previous Division inspection reports. The rills were not large enough to <br /> affect the stability of the refuse pile. The perimeter ditches were dry and stable. Refuse material had been <br /> stockpiled in windrows on top of the RP-5a pile. The slopes of the pile were stable with minor rills. The rills have <br /> been documented in previous Division inspection reports. The rills did not appear to affect the stability of the pile. <br /> The perimeter ditches were dry and stable. Refuse material had been mostly spread out on the RP-A pile. The <br /> pile is the newest of the three active piles. There is not enough material to have created much of a slope.
