June 15,2022 C-1981-035/King Coal Mine JHB
are clear and flowing unimpeded.
Sediment control structures at the Old Barn area are in good condition and holding up well. Sediment traps along
half mile road(access road to low cover crossing area on adjacent federal permit)need cuts in the road berm in
order for the runoff to exit off the roadway and into the sediment traps. The contractor grades the road as needed.
GCC needs to assure that the sediment control from the roadway is functioning as designed. Jordan said that the
construction at the low cover crossing was nearing completion. Once the construction is complete,GCC will
reduce the usage of this access road.
PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11
Drainage Control; Surface Stabilization;Placement:
The refuse area was inspected. No new material has been hauled to the upper RDA. The upper RDA has
been graded, but several internal "waterbars"remain on the refuse surface to help slow runoff flow to the
collection ditch. The slope of the top of the upper RDA was measured with a hand held Suunto Clinometer. One
measurement was taken from the north side of the pile to the south side, with a measure of—5%. No rilling or
gully formation was observed on the top of the RDA. Clean water ditch on the north side of the pile was
functioning well. No problems were identified on the Upper RDA.
The haul road between the upper and lower RDA has been maintained and did not exhibit any pooled or rutted
areas.
The lower RDA has been graded and compacted. Drainage off this lower pile is being well maintained, and no
rilling or gully formation was observed at the west side of the refuse area. One slope measurement was taken with
a hand held Clinometer from the east side of the lower RDA to the west side, with a measurement of—5%. As
noted in the hydrology section of this report, some refuse material has been pushed close to the clean water ditch
at the north east corner of the lower RDA area. This material should be pulled back to assure it does not
contaminate the clean water ditch.
ROADS—Rule 4.03
Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.03.2(7):
Discussion of the half-mile road, access road to the low cover crossing construction site,is found in the
hydrology section.
Paving operations for La Plata county Road 120 are storing concrete barriers at the entrance to King I facilities
area. The materials are within the sediment control measures, and do not appear to negatively affect the access to
King I facilities and RDA.
REVEGETATION—Rule 4.15
Vegetative Cover;Timing:
Vegetation of topsoil stockpiles at King II looked good.
Noxious weeds appear to be mostly handled. We encountered some patches of Jointed goat grass at the Old Barn
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 4
Page 3 of 8
