June 14, 2022 C-1981-008/New Horizon Mine JHB <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> There was a small patch of knapweed on the access to the discharge flume on the north side of Pond 13. <br /> This small patch of noxious weeds need to be included in the operator's weed management plan. <br /> Another patch of knapweed is trying to become established on the southern end of reclaimed topsoil stockpile <br /> footprint E. This patch needs to be included in the weed management efforts as well. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> Topsoil stockpiles south east of Pond 13 had adequate signage posted. The vegetative cover on these piles <br /> is thin,but adequate to keep the piles from forming rills or noxious weeds from becoming established on this <br /> resource. The crushed concrete stockpiles are stored in this general area,though care was taken not to interfere <br /> with the topsoil stockpile resource. <br /> Land ownership changes are in process at the southern side of the Irrigated cropland field"Morgan property". <br /> JoEllen Turner had concerns with protection of the topsoil stockpile resources stockpiles 1113, and I IA A-lift, in <br /> this location. JoEllen had placed fences around the topsoil stockpiles to assure the piles are not disturbed or <br /> contaminated. At this time the Division does not have the final landowner changes submitted to the permit. A <br /> survey string was tacked on the ground showing the ownership boundaries. The fences are lined up with the <br /> survey string with the exception of the fencing around the south side of Topsoil Stockpile I IA. The topsoil <br /> stockpile I IA fence follows as closely to the protection berm at the base of the I IA stockpile as possible. The <br /> Division agrees that the topsoil stockpile needs be protected from wind and water erosion and contamination. <br /> Permit area boundary markers will need to be maintained in the southern extent of the permit as well. <br /> JoEllen paused from her cutting activities to show the inspector the limits of the property line and the fencing that <br /> has been erected. The Division appreciates her time. <br /> The vegetation is coming in on reclaimed topsoil stockpiles E and H.
