14 June 2022 C-1981-010/Trapper Mine RAR <br /> TOPSOIL—RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution 4.06.4 <br /> o No instability or rilling were noted on the observed topsoil piles. Piles appeared to be marked <br /> appropriately and well vegetated. <br /> USE of EXPLOSIVES—Rule 4.08 <br /> General Requirements 4.08.1;Pre blasting survey 4.08.2;Public Notice of Blasting Schedule 4.08.3; <br /> Surface Blasting Requirements 4.08.4;Records of Blasting for Surface Coal Mining 4.08.5; <br /> Seismographic Measurements 4.08.6d stripping <br /> o No blast was observed to be set up at the time of inspection. Blasting was scheduled for the next <br /> day. <br /> o Blasting records were checked and other than an occaisional missing blast diagram,blast logs <br /> were in order. <br /> BACKFILL and GRADING—RULE 4.14 due this inspection a spec permit and rules <br /> o Reclamation consists of benched overburden hauls awaiting grading. <br /> o Backfilling and grading of benched material is an ongoing activity at Trapper Mine. <br /> o Backfilling and grading of D Pit commenced about 3 weeks ago. One dozer is operating in the <br /> Pit. <br /> REVEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br /> o Reclamation appeared to be progressing adequately. <br /> o Revegetation comprises a diverse mix of annuals,perennials,warm season grasses and shrubs. <br /> o Recently topsoiled and seeded Phase I areas are beginning to green. <br /> FISH and WILDLIFE—RULE 4.18 <br /> Abundant wildlife is often observed throughout Trapper mine. Wildlife included red and white tailed <br /> hawks. Deer and antelope were also noted during the inspection. <br /> INSPECTION, ENFORCEMENT and CIVIL PENALTIES RULE 5 <br /> Inspections 5.02;Availability of Records <br /> Permit documents and blasting records were inspected. Please see records section below for <br /> records inventory.
