June 14,2022 C-1980-007/West Elk Mine LDS
approximately 33 tons per trip.Approximately a quarter of the material in the temporary stockpile had been
moved. On the RPEE a dozer was working with the haul trucks to spread the material and set the grade, an
excavator and a wheeled loader were working to grub material from the bank above the surface of the pile and to
set"key"rocks in position, and a sheep's foot compactor was working alone to compact the surface of the pile.A
smooth drum compactor was not working at the time of the inspection but will be used for final compaction.
ROADS—Rule 4.03
Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.03.2(7):
The haul road to the RPEE was a little loose on the hairpins, but was otherwise in good shape.A good
berm was in place along the side of the road.MCC plans to put gravel on the surface of the section after the road
crosses onto the pile itself in order to consolidate the surface and keep dust down.
SUPPORT FACILITIES -Rule 4.04:
MCC expected to make several improvements to the facilities area soon, including expanding the
aggregate storage bins near the portal, constructing new piers to support the C 1 conveyor, and moving a rock dust
tank from its current location at the portal(where it is not useful)up to the Sylvester Gulch facilities area next to
the existing tank where it can provide additional capacity. Permitting work is in progress for all of these projects.
Contractors with D&S Underground were working with a dozer and an excavator to construct the SS3-
1&2 MVB pad. They were using a grader to repair the existing road in preparation for drilling contractors. Two
portable bridges were also expected to be delivered to the site within the next few days, the first of which would
provide access across South Prong Creek to the SS4 MVB locations.
DOCUMENTS RECEIVED
N/A
OTHER(SPECIFY)
N/A
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 9
Number of Complete Inspections this Fiscal Year: 4
Page 3 of 15
