Ed Ogrodny of Mountain Coal Company(MCC)accompanied the inspection. The weather was clear, <br /> hot and windy. The mine was active. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> MCC had taken steps to minimize dust emissions: the haul road to the RPEE had been treated with <br /> magnesium chloride which had left a firm consolidated surface,despite the heavy haul truck traffic; and <br /> contractors working on MVB pads and roads were treating roads in the area where they were operating with a <br /> water truck. <br /> HYDROLOGIC BALANCE-Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6;Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> MCC had identified a low spot in the concrete lined ditch D5E-65 before it enters culvert C5E-53,which <br /> was attributed to subsidence.MCC planned to clean the ditch and use shotcrete to raise the sunken section.No <br /> changes in the design were anticipated. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Longwall mining was in progress in panel LWE14,at around cross cut 20 on the head gate. <br /> Development of the SS3 panel had been completed and mining was in progress in the SS4 headgate, <br /> between cross cuts 5 and 6. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> Contractors with Wells Excavating were working to transport processing waste from the temporary <br /> stockpile on the RPE to the RPEE.
