6.4.5 Reclamation Plan and Schedule
(1) Since the proposed amendment is to expand the mining operation in all
directions from the current site, reclamation will not begin until Phase III of
the mining plan is completed.
The proposed grading will create topography that is appropriate for the final
end use selected for the site with the steepest slope being 311:M The
proposed slopes will be on the east, north and west walls. All proposed
grading will be done to minimize and control erosion and sedimentation of
the affected land and prevent off-site discharge. The land has a natural
drainage basin on the west side of the mining area and all drainage will be
sloped to that area.
Once an area is ready to be reclaimed it will be scarified and the
topsoil/overburden that has been stockpiled around the perimeter will be
placed on the slopes and floor of the affected area to a depth of
approximately four (4) inches deep as evenly as possible and then seeded
with a mix that has been recommended by the local SCS office. Since the
final site will be reclaimed as non-irrigated pasture, no trees or shrubs are
proposed for this site.
(2) (a) The proposed reclamation for 31.84 acres is non-irrigated
pastureland to fit in with the surrounding area. Once an area is ready to be
reclaimed final grading will be done, the land will be scarified with a dozer
ripper or farm implement and then the topsoil will be pushed over the area
using a dozer. Seeding will be done by broadcast spreading or a drill
depending on the area or slope involved.
The 4.9 acres of access road to County Road 61 will not be reclaimed per the
landowner, Pickering Family LLC.
(b) The post-mining use is non-irrigated pastureland/rangeland which
matches the surrounding properties on all sides.
(c) This reclamation plan will be implemented as described in Exhibit E of
this application.
(d) The topsoil and overburden materials at this site are not easily
segregated. The total depth of overburden and topsoil is less than two (2)
feet of some of the areas. Therefore, topsoil and overburden will be
stockpiled together as a growth media. All topsoil/overburden removed will
be stockpiled around the perimeter of the permitted area. If the topsoil
stockpile is left unused for longer than six (6) months, it will be revegetated
