COLORADO
a Division of Reclamation,
Mining and Safety
Department of Natural Resources
General Assumptions:
• Inflationary updates only accounted for on Surface Reclamation-worst case scenario of
approved mine plan
• Whirlwind Bulkhead cost from original estimate $111,450
• No Packrat contingency bulkhead since only surface was affected to date
• Subsurface updates will occur after safety rehab work BUT prior to additional
developments.
o Will require 3 bids from independent contractors for the scope of work outlined
under the Division's Memo: Cost Estimate for Water Impounding Concrete
Bulkheads dates Nov. 14, 2007
Miscellaneous:
• Reveg applications between sites are inconsistent. If a tractor is being mobilized to disk a
site then the ground should also be drill seeded and mulched powermulched/crimped.
Similarly if site can be prowemulched,it should also be drill seeded and mulch crimped into
place. I.e. reveg applications should be all hand or all tractor not a blend of the two. Consider
changing on future estimates
• Several user provided estimates used due to system limitations and cost being unavailable
(obsolete). Need realistic updated cost that accounts for inflation in the future.
Below is a table which summarizes the input changes made from the Initial Reclamation Liability
Estimate Feb 6, 2008. This table does not account for inflation or unit cost changes. Corresponding
changes are also highlighted on the bond calculation.
Task Form Used Description
BH1 N/A No Change-Used original figure,no inflationary increase
01P Demo Load Out Bins- No cost for demo/haul to dump/disposal.
