Mining plans and mining plan modifications <br /> require approval by the Assistant Secretary of Land and Minerals (ASLM)under the Mining Leasing <br /> Act of 1920. 30 U.S.C. 181, et seq. before coal mining can occur on Federal lands. See also C.F.R. Part <br /> 746. <br /> As a part of TR-130, Trapper Mining Inc. (Trapper)proposes a revision to the mining progression in <br /> the I Pit. The I-Pit action does not include Federal lands and therefore a mining plan modification <br /> approval from the ASLM is not required. Trapper also proposes to modify the timing and sequence of <br /> mining in the L-Pit. This action is located within Federal Coal Lease C-079641. <br /> The mining plan for Federal Coal Leases C-079641 and C-07519 was approved by the ASLM on April <br /> 15, 1983. Trapper then received ASLM approval for a mining plan modification to Federal Coal <br /> Leases C-079641 and C-07519 on April 29, 2016. The approval authorized the removal of 17.4 million <br /> tons of recoverable Federal coal within 447 coal acres causing 268 acres of surface disturbance. The <br /> legal descriptions for the two Federal coal leases, which lie within the existing Trapper Mine permit <br /> boundary, are as follows: <br /> Lease C-079641 <br /> T5N, R90W, 6th P.M. Section 5, Lots 5 through 20 inclusive, <br /> T6N, R90W, 6th P.M. Section 32, Lots 4 through 16 inclusive <br /> A total of 1,228.6 acres <br />
