May 25,2022 C-1981-035/King Coal Mine LJW <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> King I Facility <br /> At the King I facility,the upper and lower topsoil stockpiles were observed. The upper pile located just <br /> upgradient of the Upper Refuse Pile is well vegetated and appeared stable at the time of the inspection. The <br /> vegetative is dense,diverse and shows multiple year's biomass. Evidence of chemical weed treatment was <br /> observed,and no new evidence of state listed noxious weeds were noted. The stockpile, shown in Photo Six, <br /> showed no signs of erosion or transport of any kind. The lower pile located adjacent to East Clear Water Ditch <br /> was also observed to be in good condition. The pile has recently been moved slightly but is partially vegetated <br /> and appeared stable at the time of the inspection. <br /> King II Facility <br /> At the King II Facility,the two topsoil stockpiles were observed. The first is located adjacent to the materials <br /> storage area along the access road. This pile can be seen in Photo Seven and is well marked and densely <br /> vegetated. The vegetative cover is dense and diverse and appears capable of self-propagation. No evidence of <br /> state listed noxious weeds were noted in the area. The second topsoil stockpile is located behind last stacker tube <br /> to the northwest of the facilities. This is the larger primary topsoil stockpile,is well vegetated and appeared stable <br /> at the time of the inspection.
