The site is in final reclamation,and not active
the day of the inspection. The weather was clear and dry.Mindy Sickels of Elk Ridge Mining and Reclamation
Accompanied the inspection and represented the Operator. Five Photos accompany this report to illustrate the
observed site conditions.
BACKFILL and GRADING—Rule 4.14
Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f);
Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6:
The Division is in receipt of a pending bond release application, SL25 a portion of the SL25 application
includes a haul road on GW-46 property. As part of the review process, an objection was received detailing severe
topographic changes that are believed to be related to settling of the reclaimed area. As part of this inspection,the
feature was located and observed to be consistent with the conditions presented in the objection. The area does
exhibit a localized section of topographic change and can be observed in Photos One and Two. The area did
appear to be stable at the time of the inspection and was well vegetated. This area will be re-inspected and the
objection will be addressed as part of the SL-25 process. Adjacent to the feature depicted in the objection,near
BB road,a second feature was observed,but it is unclear at this time if it is in the reclaimed area or not. The
second feature can be seen in Photo Three.
Throughout the permit area, small stockpiles of recycled concrete that has been crushed into a gravel sized
stockpile were observed. Conversations with the Operator indicate that these piles will serve as road base to
mitigate the muddy conditions experienced in the spring and winter months. The stockpiles are small,appeared
stable and are ready for application on the roads. An example of the stockpiles can be seen in Photo Four.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10;
Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
As part of this inspection,Ponds 012,013, 015 and 016 were observed.
