18 May 2022 C-1994-082/Yoast Mine RAR <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge <br /> Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Drainage-Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream <br /> Buffer Zones 4.05.18 <br /> o Dam outslopes at all ponds visited appeared stable and functioning adequately at the time <br /> of inspection. No seepage was detected at any pond outslope or dam. <br /> o Pond 10 held clear water and was discharging at the time of inspection. The flume was in <br /> good repair. <br /> o Pond 12 held very clear water and was discharging at the time of inspection. <br /> o Pond 13 held water and was not discharging at the time of inspection. <br /> o Pond 14 was holding water and not discharging at the time of inspection. <br /> o Stock tanks held turbid water at the time of inspection. <br /> SLIDES and OTHER DAMAGE 4.12 <br /> o The site, in the past,has experienced soil movement in the form of slumps and slides. At <br /> the time of inspection some evidence of recent new movement was apparent above Pond <br /> 13. <br /> o Two slump areas above Pond 13 are associated with springs. The natural spring above <br /> Pond 13 to the north was discharging at the time of inspection. <br /> RE VEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br /> o Reclamation and revegetation have been completed at this site,with most of the site phase <br /> II and Phase III bond released. <br /> o Reclamation was observed to be stable with a diverse mix of well established vegetation. <br /> No expanses of bare areas or significant weed infestations were noted at time of <br /> inspection. <br /> o Vegetation appeared verdant green and exhibited a diversity of grasses, shrubs and <br /> perennials. <br /> o Pond banks and dam outslopes appeared well vegetated at the time of inspection. <br /> o Establishing vegetation on slide and slump areas is problematic due to slope and aspect <br /> and these areas remain sparsely vegetated, although some green patches were noted on <br /> some slide slopes. <br /> o The drainage above Pond 12 represents the only Phase I reclamation remaining at the site <br /> and comprises approximately 200 acres. <br /> FISH and WILDLIFE—RULE 4.18 <br /> o Abundant wildlife is often observed throughout the site mine. Wildlife included deer,red <br /> tailed and Cooper hawks, and waterfowl consisting of merganser ducks, geese and <br /> sandhill cranes. <br /> DOCUMENTS RECEIVED <br /> None <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 3 of 7 <br />
