The I-1 district is intended to allow for the fabrication,assembly,processing,storage,and <br /> manufacture of goods and materials with related retail and wholesale activities. The I-1 <br /> district is intended for uses and operations within enclosed buildings and in a manner that <br /> avoids dangerous, noxious, or unsightly land uses. The proposed berms surrounding the <br /> site are proposed as 10-feet in height to screen the property from adjacent rights-of-way <br /> and properties,and the use will be conducted below the top edge of the berm. <br /> 5. Subject to the conditions below,the impacts of the use on the surrounding neighborhood <br /> have been adequately minimized. There is only one residential property adjacent to the <br /> proposed site and the two residences(and associated agricultural operations) are located <br /> approximately 800 feet from the southern property line of the southernmost part of the <br /> Property. The nearest residence located within Town limits is approximately 1,890 feet <br /> away at the intersection of Red Tail Boulevard and Rodeo Road to the north.The Rodeo <br /> Grounds lies directly to the west across Rodeo Road,ACA Products' existing operations <br /> to the north across Gregg Drive,while the Town of Buena Vista Public Works Department <br /> and vacant commercial/industrial zoned properties directly abuts the property. <br /> 6. The proposed use as shown in the application materials and with the proposed conditions <br /> of approval do not adversely impact the public health, safety, and welfare of the Town. <br /> The use of the gravel and sand extraction from the proposed mining operations will be <br /> screened from the public's view along the exterior property lines similar to the existing <br /> berm along the current operations to the north. The public is not allowed into the <br /> operations and access is limited to authorized personnel only,the hours of operations are <br /> limited to minimize the noise on adjacent properties to during the day,and light and dust <br /> control measures are also proposed for any operations on the property. Any other <br /> measures that are directly related to the mining operations are under the jurisdiction of <br /> the Colorado Division of Reclamation, Mining and Safety and Colorado Department of <br /> Public Health and Environment. <br /> 7. This Permit is subject to the phasing plan,attached to this Resolution as Exhibit B. <br /> 8. This Permit is subject to the Reclamation and Vegetation Plan,attached to this Resolution <br /> as Exhibit C. <br /> Section 2. The Planning and Zoning Commission hereby approves the Special Use Permit, <br /> subject to the following conditions: <br /> 1.
