The Application for Alternate Points of Diversion and Change in Use was filed by John P. Patti and S. Philip Cabibi March 30, 1976. A resume of such Application was published as required by law. 2. The Water Judge sitting in this Court has jurisdic- tion over the subject matter of these proceedings and over all who have standing to appear as parties, whether they have appeared or not.
