Apri15,2022 C-1980-007/West Elk Mine LDS <br /> GENERAL MINE PLAN COMPLIANCE: <br /> A longwall move from the SS2 panel to the E14 panel was in progress. This involved all underground <br /> workers, so development work had also been put on hold. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> No processing waste was being generated while the inspection was in progress and none was being <br /> transported. It was expected that the wash plant would be running again soon. It will be necessary to continue <br /> stockpiling new waste temporarily on the RPE for some time,until conditions on the RPEE have improved. <br /> The RPEE was accessible by light truck,although the surface of the pile itself was too soft to drive on. <br /> Some snow still remained on the pile, and some meltwater had collected in local depressions in areas where final <br /> compaction and grading of the material had not been completed before winter. It is likely that the uncompacted <br /> material will need to be worked over in order to let it dry enough for compaction before any new material is <br /> brought to the pile. <br /> The outslope of the RPEE showed no evidence of bulging or slumping and there were no signs of surface <br /> erosion. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> The RPEE haul road was accessible,but will need maintenance.All other roads around the facilities area <br /> were in good condition. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> Several small surface slides had occurred on the cut slope above the RPEE haul road. There was no sign of <br /> recent movement of the slump on the Materials Storage Bench. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The amount of material in the Run-of-Mine coal stockpile had been drawn down considerably compared <br /> to recent inspections. <br /> No attempt was made to access outlying support facilities away from the main facilities area as it seemed <br /> likely that the road conditions would have made travel difficult/impossible. <br /> DOCUMENTS RECEIVED <br /> N/A <br /> OTHER(SPECIFY) <br /> N/A <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 3 of 16 <br />
