Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> CONIMENTS <br /> This was a partial inspection by Leigh Simmons of the Division of Reclamation,Mining and Safety <br /> (Division). Ed Ogrodny of Mountain Coal Company(MCC)accompanied the inspection. The weather was dry <br /> and windy during the inspection,with snow and ice on the ground on north-facing slopes. Snow was melting <br /> quickly. The mine was active. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Spring run-off was in progress at the time of the inspection. Surface water and sediment control structures <br /> were generally working as designed,although expected seasonal maintenance will be required. <br /> Sediment ponds around the facilities area were in good shape;all ponds were holding water but none were <br /> discharging. Water was being pumped from the east cell of the RPE pond to the flooded section of underground <br /> mine workings. <br /> Ditch and culvert cleaning at the West Elk Mine is usually scheduled for the spring,with crews starting at <br /> the lowest points and working their way up. This maintenance had not yet begun at the time of the inspection. <br /> Areas that crews should prioritize for maintenance include: <br /> • The large hdpe culvert that crosses under the RPEE haul road at the point the road meets the pile <br /> should be cleaned of accumulated sediment; <br /> • A small slide immediately to the west of that point will need to cleaned as the snow melts to <br /> prevent the ditch from becoming blocked; <br /> • One or more small slides above the fourth hairpin appeared to have blocked the ditch, diverting <br /> some run-off back onto the road and away from the sediment trap on the outside of the hairpin, <br /> this has increased the volume of runoff being diverted off the road at the second hairpin which <br /> increases the chance of surface erosion occurring at that point. <br /> Sediment traps and check dams along both the clearwater system and the disturbed area run-off system <br /> will likely need to be cleaned as conditions allow,but were working effectively at the time of the inspection. <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 2 of 16 <br />
