Applicant seeks Special Review approval for open mining of sand and gravel, on- <br /> site material processing and a concrete batch plant on 123 acres. <br /> 5. The applicant's project description indicates that applicant proposes to mine sand <br /> and gravel on this 123-acre site for a period of approximately 10 years. Associated with this <br /> mining would be a concrete batch plant to be located in the north east corner of the site. Access <br /> to the site is proposed off CR 54G using a new drive near the eastern portion of the site. Mining <br /> is proposed 5 days a week and concrete production is proposed 6 days a week with the potential <br /> for 24-hour operations or early/late operations to address emergencies and special contracts. <br /> Reclamation of the site is proposed to be dry land although the mining areas will be sealed with <br /> slurry walls. The sequencing of the mining is to advance into areas of 20-25 acres opened at a <br /> time. Mining in these smaller areas is proposed to avoid conflicts associated with having a larger <br /> mine area open. <br /> 6. The western part of this property has been a site for potential development for <br /> many years. Several owners have sought approval of a variety of residential and or mixed-use <br /> developments on the site. The most recent was the Groves Planned Land Division which also <br /> successfully obtained approval for a multi layered metropolitan district to provide a variety of <br /> services including, sewer service to this and other properties in large area of the LaPorte Plan. <br /> Any future development post mining on the property may well need or rely on this district. <br /> 7. The property to the north is an approved gravel operation as well, Timberline <br /> Resources. The Board of County Commissioners recently considered an amendment to this <br /> operation allowing access onto Overland Trail. This approval however, indicated the applicant <br /> and County should pursue with CDOT allowing access, on a temporary basis,to Hwy 287. Also, <br /> the Board of County Commissioners acknowledged that other operations (i.e. this site) in this <br /> area should attempt to coordinate the access. The Board understands that this coordination has <br /> not yet materialized. <br />
