I March 2022 C-1981-044/Williams Fork Mines RAR HYDROLOGIC BALANCE Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage-Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 o Unless otherwise noted, pond banks and dams appeared stable at the time of inspection. o Ponds observed along the haul road and access road to refuse pile were snow covered at the time of inspection. TOPSOIL RULE 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4 o A series of small topsoil piles are scattered throughout the site. o Piles appeared to be marked appropriately with t posts. o All topsoil piles were snow covered with vegetation visible through the minimal, snowpack. BACKFILL and GRADING RULE 4.14 o Although the portal was not accessible at the time of inspection, backfilling and grading at the portal was not occurring at the time of inspection, and has not occurred during the first quarter of 2022. RE VEGETATION-Rule 4.15 General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 o Vegetation on the refuse pile (reclaimed in 2020), showed through the snowpack. o Snow covered most of the site. o Weeds, particularly Russian Thistle were apparent along the east edge of the coal fire and will be mitigated over the course of the spring and summer in conjunction with efforts to squelch the coal fire. ENFORCEMENTACTIONS/COMPLIANCE No enforcement actions were initiated as a result of this inspection, nor are any pending.
