February 23,2022 C-1981-008/New Horizon Mine JHB <br /> Pond 12 was inaccessible due to the snow covered, soft road. <br /> Pond 15 was inaccessible due to the weather and soft ground conditions. <br /> Pond 16 was lightly snow covered and held no standing water or ice in the bottom of the pond. <br /> Pond 13 was observed. The pond had the baffles installed. Tony noted that the locations used to access the <br /> mooring pier locations were still frozen. Topsoil has been placed in berms, signed, and silt fencing installed as <br /> approved. Inflow was entering the pond via the aeration screens. The pond appeared to be operating as permitted. <br /> Pond 18 was lightly snow covered,with no standing water in the bottom of the pond. <br /> RECLAMATION SUCCESS-Rule 4.15,Rule 3: <br /> Irrigation systems remain dormant. Irrigation water is not flowing in to the Nucla area yet, and is not <br /> anticipated to until a month or more. Agricultural lands remain dormant at this point in time. <br /> SUPPORT FACILITIES-Rule 4.04: <br /> The warehouse/facilities area is well organized, clean and well maintained. No errant barrels or <br /> uncontained tanks were present in the facilities area. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution 4.06.4: <br /> The topsoil stockpiles throughout the permit area have appropriate signage, and ring ditches. Topsoil piles <br /> in Section 36 have not yet established much vegetative cover due to droughty conditions after the stockpiles were <br /> seeded. The piles were appropriately shaped and have not developed gullies or weedy areas. The operator needs <br /> to continue to monitor these piles until they are prepared to replace the topsoil of the final graded contours. <br /> The regraded, and seeded topsoil stockpiles at the southern end of the facilities area have weathered the winter <br /> months well. No erosional features were noted.
