Mr. Tony Tennyson accompanied the <br /> inspection and represented Elk Ridge Mining and Reclamation,LLC. <br /> The area had received a winter snow storm the day of and the day prior to the inspection. Approximately 2-4 <br /> inches of fresh snow covered the ground throughout the permit area. Some areas were inaccessible due to this <br /> fresh snowfall. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(l): <br /> Mine records were verified in the mine office at the end of the inspection. An Availability of Records <br /> form accompanies this report. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2; Stabilization of Rills and Gullies <br /> 4.14.6: <br /> The operator has been allowed an extension for final reclamation of the final pit area in Section 36. They <br /> have completed rough grading in this area. However,due to long term water management decisions,the final <br /> contours may require some adjustments. The operator has been working with third parties to determine the best <br /> management plan of the Dakota Spring effluent. The operator anticipates providing the division with a revision to <br /> the permit for disposition of the Dakota Spring water and subsequent adjustments to the reclamation plan for this <br /> portion of the permit area. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> SP2 was observed from the county road.
