The mine is an active underground mine. <br /> The area had received roughly 3 to 4 inches of fresh snowfall and it was snowing off and on throughout the <br /> inspection. <br /> The mining operation continues to construct the Low Cover Crossing on the Federal permit CO-0106C. Weather <br /> delays have slowed the progress of this construction,but GCC continues to progress on the LCC as conditions <br /> allow. <br /> Mine records were verified prior to the field portion of the inspection due to the weather. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> In spite of snow fall,the wind was relatively calm. No fresh coal dust was seen deposited on the fresh <br /> snow. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(l): <br /> Records were verified in the mine office. Certain records such as NPDES monthly are submitted to the <br /> CDPHE electronically. Proof of electronic submittal is acceptable. Records that were not readily found in the <br /> inspection notebook was located and supplied by GCC staff,Jordan McCourt. GCC still needs to file the 2021 <br /> refuse pile compaction results. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> King I gate was locked. No activity had occurred recently at the King I facilities. No refuse had recently <br /> been hauled to the RDA. GCC is not hauling material to the upper RDA during the winter months. No recent <br /> activity had continued at the East or West ponds at the King I area. Areas appeared to be draining adequately on <br /> the Haul road to King I,However there were 2 puddled areas visible under the snow.
