February 24,2022 C-1981-012/New Elk Mine JLE <br /> The Refuse Disposal Area(RDA)was observed. NECC was actively transporting and placing processing waste <br /> on the pile at the time of the inspection. Two articulated haul trucks were actively receiving the processing waste <br /> from the conveyor line and placing the waste in piles on the top bench of the RDA. A dozer was spreading the <br /> waste material in thin lifts and a compactor was actively compacting the waste at the time of the inspection. <br /> Figure 4. Waste Compaction at the mine site. <br /> SUPPORT FACILITIES-Rule 4.04: <br /> The Small Area Exemption(SAE)located south of Pond 007a was observed. NECC is actively storing equipment <br /> and material to support the underground activity at the site. Trash and debris was observed throughout this area <br /> and due to high winds during the inspection and the previous day, some debris was blowing off-site and into the <br /> adjacent drainage ditch. Mr.Massarotti had his staff clean up the debris during the inspection. The storm water <br /> Best Management Practices(BMPs)were observed and outfall 010 was not discharging. Overall the drainage <br /> ditches were clear and functional and the silt fence and culverts were well maintained and functional. <br /> The SAE surrounding the water tank south of the NECC facilities was observed. The stormwater berm <br /> surrounding the area and the discharge point was inspected,no problems were noted. <br /> Number of Partial Inspection this Fiscal Year: 5 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 6 of 10 <br />
