FAX (303) 832-8106
At a minimum, the plan MUST provide specific, detailed responses to the attached list of
safety items that are likely during the course of Project completion. When developing the
Project Safety Plan, please list specific types of equipment to be provided by
CONTRACTOR, including subcontractor(s), in order to address the safety concern, or
specifically state the actions to be taken by CONTRACTOR, including crew and
subcontractor(s) in order to address the safety concern.
Upon receipt of the SHEAP, the OWNER will either accept the plan, or request that more
detail be provided.
The CONTRACTOR and their employees or sub-contractors are expected to follow the
SHEAP during performance of every component of the Project. If the PROJECT MANAGER
determines that the SHEAP is not being followed, either in whole or in part, the Project may
be immediately suspended, without stopping the job clock, until such time as the SHEAP is
implemented.
NOTE that the PROJECT MANAGER may suspend the work, either wholly or in part, for such
period or periods as he /she may deem necessary, due to unsafe work practices. The job
clock will NOT be stopped in such a circumstance.
Measurement and Payment
There will be no measurement for payment. Payment for this item will be reflected in a
lump sum quote under ITEM 2.0 on the Bid Schedule. This lump sum quote will cover all
costs for developing and implementing the Project Safety Plan or SHEAP, including writing
and revising the plan as required, provision and maintenance of safety equipment,
conduct of daily safety meetings and all other items necessary and incidental to meeting
the specifications of this item and of the Project Safety Plan or SHEAP. Payment shall be
made as this item is completed and approved by the PROJECT MANAGER. Payment for
this item will be made only on the final (before retainage) invoice.
Note: If unusually dry conditions exist at or during the execution of the project, or as
directed by the PROJECT MANAGER, a 20-pound fire extinguisher and a large round-
pointed shovel with an overall length of at least forty-eight (48) inches or equivalent will be
required to be on site at all times.
ITEM 3.0 HARD SCRABBLE PIT- REMOVE OVERBURDEN PILE AND REDUCE HIGHWALL
Reclamation of the Hard Scrabble site is limited to a section of the mine site that contains
a large stockpile of overburden located on a narrow peninsula surrounded by exposed
groundwater. The peninsula is underlain by steep highwalls to the east and north.
Groundwater depths range from 22 to 25 deep. The overburden pile is approximately 20-
30 feet wide, 40 feet high and 400 feet long. See attached Hard Scrabble Map for further
detail.
The pile shall be moved/backfilled into the pit towards the north and east with the
objective of covering as much exposed groundwater as possible. Once the pile is moved
in its entirety, the pit highwalls shall be graded on all sides of the peninsula to 3H:1 V where
it meets the edge of exposed groundwater.
