EXHIBIT D- RECLAMATION PLAN <br /> The information provided in this Exhibit is intended to satisfy the requirements outlined in Section 6.3.4 of <br /> the Colorado Mined Land Reclamation Board Construction Material Rules and Regulations: <br /> (1) The purpose of the Reclamation Plan is to describe the timing,procedures, criteria and <br /> materials that will be used to reclaim the affected land to the proposed future land use. <br /> This plan must be correlated to Exhibit E-Map. The description of the Reclamation Plan <br /> must be adequate to satisfy the requirements of Section 3.1 and demonstrate <br /> compliance with Rule 3.At a minimum, the Application shall include the following <br /> information: <br /> (a) specify at what point in the mining plan and to what depth(s)overburden will be <br /> replaced in relation to ongoing extraction. <br /> Overburden will be utilized offsite as a primary commodity and will not be replaced in the mine <br /> pit. The pit will be located within the future mine limit of a soil-bentonite lined mine cell under a <br /> DRMS 112 permit which has been submitted to the DRMS and is currently under review. In <br /> the case that the DRMS 112 permit is delayed or not approved,the mine pit will be reclaimed <br /> to an infiltration pond and no overburden will be utilized. <br /> (b) specify the maximum gradient of reclaimed slopes(horizontal:vertical).if the <br /> Application proposes slopes steeper than 3:1, the Operator/Applicant must include a <br /> justification that supports steeper slopes for the proposed post-mining land use,and <br /> demonstrates compliance with the applicable performance standards of Section 3.1. <br /> The maximum gradient of the mined and reclaimed slope will be at a 3:1. <br /> (c) specify the measures that will be taken to revegetate the site, if applicable,including: <br /> The site is currently utilized as flood irrigated farmland. The final end use for this area is <br /> planned to be water storage or as an infiltration pond. In disturbed areas above the highwater <br /> line and outside of the pit the land will be revegetated with the Weld County upland seed mix <br /> utilizing the stockpiled topsoil. <br /> In the case that the DRMS 112 permit is delayed or not approved, and the mine pit is <br /> reclaimed to an infiltration pond the side slopes above the zone used for infiltration will be <br /> replaced with 12 inches of topsoil and reseeded with the Weld County upland seed mix. <br /> (i) state the thickness of plant growth medium to be replaced. Sample and analyze <br /> available soils sufficiently to establish quantity and quality, <br /> The affected area is currently flood irrigated cropland that is tilled yearly and left fallow in the <br /> winter. The permittee will replace 12 inches of topsoil and reseed disturbed areas outside of the <br /> pit with the Weld County Upland Seed Mix,attached to this Exhibit. <br /> In the case that the DRMS 112 permit is delayed or not approved,and the mine pit is reclaimed <br /> to an infiltration pond the side slopes above the zone used for infiltration will be replaced with <br /> 12 inches of topsoil and reseeded with the Weld County upland seed mix. <br /> Section 20—Gravel Mine—MLRB 111 Permit Application <br /> Exhibit D-1 <br />
