f) The First Responder's intended course of action. <br /> g) Available communication devices, if communication must be maintained. <br /> Phase 1.1 Internal Notification <br /> The first person contacted by a First Responder notes the information provided in the incident <br /> evaluation and is then responsible for notifying the Mine Foreman. Notification procedures for <br /> work hours and off shift are detailed below. <br /> Work Hours <br /> During normal mine operating hours, internal notification by the First Responder shall <br /> be made directly in person, or by utilizing the onsite communication system, if available. <br /> The first person contacted by the First Responder shall notify the Mine Foreman and <br /> then ensure that the emergency alarm horn (Fire Alarm) is sounded to notify all other <br /> personnel at the mine that an emergency situation exists. <br /> Off-Work Hours <br /> Off-hours notification of response personnel is initiated by the First Responder, who <br /> notifies the Mine Manager and any other available response personnel.The Mine <br /> Manager carries a cell phone and is on call for responding to abnormal process system <br /> conditions. <br /> Incident Command <br /> The first Emergency Coordinator shall assume the responsibility of Incident Command until <br /> officially relieved by someone of higher authority.The Incident Commander shall ensure that <br /> the Emergency Alarm Horn is sounded to alert all mine personnel that an emergency situation <br /> exists.The Incident Commander shall then proceed to the designated response assembly point <br /> to coordinate field operations. <br /> Note: Once a response operation is under way, a change in Incident Command should only occur <br /> if the change would significantly improve the response to the emergency situation. <br /> Emergency Coordinator <br /> The Mine Manager should be the first and foremost to act as the Emergency Coordinator during <br /> an emergency situation at the DGM facility.The Emergency Coordinator will perform the <br /> following duties: <br /> a) Maintain contact with and coordinate site operations and personnel with the incident <br /> response operation. <br /> b) Evaluate the incident on an ongoing basis and coordinate the site incident response <br /> operation with Corporate Management and any outside emergency response <br /> organizations, such as medical and fire services, responding to the mine site. <br /> c) Designate a suitable alternate during their absence. <br /> Phase 1.2 Notification and Coordination with External Agencies <br /> 83 <br />
