COLORADO <br /> Division of Reclamation, <br /> Mining and Safety <br /> Department of Natural Resources <br /> DATE: December 6, 2018 <br /> TO: All Bidders on the Freda Project <br /> FROM: Kirstin Brown, Division of Reclamation, Mining & Safety <br /> RE: Amendment No. I to 92019-0259 <br /> Thank you for your attendance at the Pre-Bid Meeting. The following clarifications and <br /> amendments should be noted and incorporated into the bid documents: <br /> 1. The Pre-Bid Meeting was held during a snow storm, and therefore the entire Freda site was <br /> not viewed. Photos and maps are attachments to this amendment to provide site <br /> information to the bidders. <br /> 2. A Three-Way Agreement for Reclamation Activities is NOT required for this project. <br /> 3. Snowplowing of the road or site is not allowed. Work must commence after the snow has <br /> completely melted. <br /> 4. On-site construction work will not take place during saturated soil conditions. Soils are <br /> considered saturated when ruts created by equipment are 3 inches deep (beyond the lug <br /> tread of the tire) for ten feet(10 ft) or longer across most of the project area. <br /> 5. Cut material from all construction activities will be stored within the designated <br /> disturbance limits at all times to protect vegetative cover and limit soil compaction. <br /> 6. A portable toilet is required for this project(backcountry style acceptable). <br /> 7. Item 4 Work Description has changed to include the following: Maintain the mine drainage <br /> route in its current path and not over the waste pile. <br /> 8. Item 5 Work Description has been modified to provide clarification on the placement of <br /> the mine waste back onto private property. The waste will be relocated 450 feet from its <br /> current location, up the road onto the privately owned Tornado No. 1 Claim. The waste <br /> will be placed along the road in such a way that the road is still passable after waste <br /> placement. <br /> 9. Item 8 has been modified to clarify that all cover material will be taken from private land. <br /> Trees will not be removed during cover material gathering. Cover material will be <br /> scavenged from as many as 1,200 feet from the final placement area. <br /> 10.
