3.9 Security (40 CFR 112.7(g)) <br /> The site has locked access gates during non-hours of operation. Security cameras may be in <br /> use at the entrance to the site. <br /> 3.10 Tank Truck Loading/Unloading Rack Requirements (40 CFR <br /> 112.7(h)) <br /> The potential for discharges during tank truck loading and unloading operations is addressed at <br /> each facility using site berms. The Young Ranch Resource Quarry management is committed to <br /> ensuring the safe transfer of material to and from storage tanks. The following measures are <br /> implemented to prevent oil discharges during tank truck loading and unloading operations. <br /> 3.10.1 Secondary Containment (40 CFR 112.7(h)(1)1 <br /> All drums and tanks have secondary containment. The containment consists of structures <br /> directly around the tanks and the site berm which is the end of the flow path. The plant has <br /> sufficient capacity to collect all tank capacity plus precipitation. All loading areas have drip pans <br /> to be used during the disconnection of transfer hoses. <br /> 3.10.2 Loading/Unloading Procedures (40 CFR 112.7(h)(2) and (3)) <br /> All suppliers must meet the minimum requirements and regulations for tank truck <br /> loading/unloading established by the U.S. Department of Transportation. The Young Ranch <br /> Resource Quarry ensures that the vendor understands the site layout, knows the protocol for <br /> entering the facility and unloading product, and has the necessary equipment to respond to a <br /> discharge from the vehicle or fuel delivery hose. <br /> The Facility Manager or his/her designee supervises oil deliveries for all new suppliers, and <br /> periodically observes deliveries for existing, approved suppliers. <br /> Vehicle filling operations are performed by facility personnel trained in proper discharge <br /> prevention procedures. The truck driver or facility personnel remain with the vehicle at all times <br /> while fuel is being transferred. Transfer operations are performed according to the minimum <br /> procedures outlined in Table 3-3.
