estimated to take six years in active mining, in which case Phase 1 may be fully reclaimed
(subject to time for establishment of vegetation)within seven years of the operation's first date
of activity. Mining is projected to begin in 2022 and will be completed by 2118 if all five Phases
are mined completely. Therefore, final reclamation and bond release is expected to be completed
by 2121 or within 99 years from the start of mining.
6.4.5(2)(f)
Final mined design slopes of 2.OH:LOV will remain constant. The 2.OH:LOV finished slopes
will match the natural landforms surrounding the mine area thereby allowing the reclaimed mine
area to blend naturally with the existing pre-mine landforms.
Fertilization of reclamation vegetation is not expected. If, following initial revegetation attempts,
fertilization is required, amendments will be determined via soil testing and verified for proper
nutrients required by the chosen reclamation species. By using onsite stockpiled materials and
completing reclamation of mined phases concurrently with active mining, the distance that
growth medium, vegetative debris, and waste fines (may include coarse blasted rock)— substitute
overburden for the site—is transported, as well as the amount of material to be rehandled, will be
minimized.
WRL lifts and mining benches will be capped with coarse blasted rock to encourage volunteer
vegetation and provide micro-climates for seed to germinate prior to hydroseeding and protection
for tree tubelings and shrubs to establish. South and west facing reclaimed slopes will be
hydroseeded during the spring and fall.
Map F-1 shows planned post-reclamation roads to remain indefinitely as determined by the
landowner.
Areas will be deemed adequate when vegetation is established, when noxious weeds are not
present in any significant amounts, and when all of the conditions of Rule 3.1.10 are met.
Monitoring reclamation on an ongoing basis will allow minor revisions to assure efficient and
successful reclamation. If minor changes or modifications are needed to the seeding and
reclamation plan, revision plans will be submitted to the Division, as required. It is anticipated
that the Division will provide assistance in evaluating the success of ongoing reclamation
Young Ranch Resource
December 2021 E-8 Lewicki&Associates
