Mindy Sickels of ERMR accompanied the <br /> inspection and represented the operator. The weather was cold and cloudy with about a 1/2 inch of fresh snow on <br /> the ground. A winter storm was forcast for the day, and snow flurries would pass through during the inspection. <br /> The mine is an inactive surface mine. The majority of the mine has been reclaimed,but some areas have <br /> reclamation tasks remaining. The operator has scheduled a meeting with the Division next month to discuss final <br /> reclamation of the northwest portion of the mine. <br /> FISH and WILDLIFE—Rule 4.18: <br /> Mule deer were noted along the county roads adjacent to the permit area. Two Sandhill cranes were also <br /> observed in area previously released from the permit. Mule deer were also observed at the facilities area topsoil <br /> stockpiles, and a buck was hunkered down in the reclaimed field on south of the facilities yard. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Ground Water Monitoring 4.05.13; Impoundments 4.05.6,4.05.9; Stream Buffer Zones <br /> 4.05.18: <br /> The CC ditch had run the previous week to fill area ponds. The water lines had been drained and some of <br /> this water had drained to SP2. SP2 only was holding a shallow puddle of water. This water had not caused down- <br /> cutting of the inlet, and had not discharged from the stock tank. <br /> Pond 16 was dry. Pond 18 was dry. <br /> Pond 13. Due to the draining of the CC ditch water lines,The operator has opened the discharge valve enough to <br /> allow for this additional water flow to be released. The water level in the pond was dropping to be able to see <br /> pond weeds at the bottom of the pond. Mindy closed the valves to the usual discharge rate,turning each wheel <br /> one full turn on each pipe. On the Pond 13 flume staff gauge,prior to adjusting the valves the discharge flow was <br /> 0.38. After the valve adjustment,the flow was reduced to 0.32 on the staff gauge.
